You will need to consider erecting a fence around your site if your risk assessment identifies that this is the only reasonably practicable way to control or minimise hazards and prevent risks to health and safety.

For sites near a route travelled by children, such as a school, park, or recreational area, consider installing a site fence if hazards cannot be removed or secured against unauthorised access. 

Remember that unauthorised persons, including children, may not be deterred from entering your site by signs alone. All hazards on site need to be controlled. However, elimination of hazards is not always achievable so fences may help in restricting access.
